Effective student learning is chiefly dependent on strong professional development programs that support in developing critical consciousness about the teaching profession; they must also address issues of equity and social justice in a fine balance. Equity in teacher development means that all students have a right to be exposed to excellent teaching. Likewise, all teachers have a right to high-quality professional learning.
